An Aegis story on the DAC meeting regarding this development March 7 said that about 30 people showed up. Kevin Small from the engineering firm Frederick Ward Associates presented the plans for Blake's Legacy. The Aegis story said that DAC members said the plan couldn't go forward until school overcrowding issues were resolved. " Children in the new development would attend Forest Lakes Elementary Schol and then either Fallston Middle and High school or Bel Air Middle and High, depending on redistricting. (I'm not sure what "depending on redistricting means in this regard because I thought the schools already completed their redistricting.) It quoted DAC chairman Moe Davenport as saying: "We cannot approve the plan until such capacities go below 105 percent."
It appears that a surplus of panhandle lots and overcrowded schools have prevented plans for the 100-home development called Blake's Legacy from moving forward, for the time being. Minutes for the March 7, 2007 Harford County Development Advisory Committee meeting were posted on the county government's website today. Discussion of the development planned for 92 acres north of the Rock Spring Swim Club between Red Pump Road and Saddle View Way appears near the end of the 32-page document. Shawn Krout of the county's Planning & Zoning department says the plan can't be approved at this time:
"This plan as submitted cannot be approved at this time. This plan exceeds the maximum amount of panhandles permitted within the Urban Residential District. The maximum permitted for the project is 5. They are proposing 14. There is a note on the plan that states that the owner/developer will go to the Board of Appeals. Preliminary plan approval cannot be approved at this time as well because the subdivision is located within Forest Lakes Elementary School District and the Bel Air High School district, which is at 105% capacity. This plan will be reviewed and placed on a waiting list until capacity is available at these schools."
Development Advisory Committe Chairman Moe Davenport said in the minutes that the plan can't be put on a waiting list until the number of panhandles in the plan is revised. Kevin Small of, Frederick Ward Associates, who presented the plan said a builder has not yet been selected for the Blake's Legacy development.
